2 P R O C E E D I N G S COMMISSIONER GILINSKY:
This is an affirmation item?
MR. HOYLE:
Yes, sir.
This is an affirmation to revise the rules, to have an updated reference in the rules to a new law which has been passed regarding foreign gifts and decorations.
The amendment proposed by the Staff, which,.:,each of you have approved, the Chairman as well, would simply update the rule to have a reference to the Public Law.
In addition, Commissioner Bradford has asked that the Staff, in considering later wording, new wording for the rule, which will come along after a Task Force 9tudy has been completed.
GSA and the State Department are looking at the new law and will come out with the report.
Then all the agencies will come up with revised regulation at that time.
Commissioner-Bradford has asked the Staff to look at including a r~quirement to report any gift received from a fo~eign government valued at $25 or more.
R~ght now the law will provide for $100 value:r::~
COMMISSIONER BRADFORD:
10.0 is the ll:imit above which you can't take.
MR. HOYLE: Above which you can't take, that's right.
He has asked COMMISSIONER KENNEDY:
You are just simply saying

3 COMMISSIONER BRADFORD:
Above a certain amount COMMISSIONER KENNEDY:
-- above $25, you are to report that you got it, which seems to me to be perfectly reasonable.
MR. HOYLE: So that the Staff will be looking at that as they-ra:te~deyeJ:oping~the. regulation later.
But for<h.ow you have approved individually, an amendment totfue rule which will simply update, to have it referenced to the Public Law.
L:ask for your affirmation.
COMMISSIONER GILINSKY:
Aye.
COMMISSIONER KENNEDY:
Aye.
COMMISSIONER BRADFORD:
Aye.
MR.HOYLE:
