SUMMARY

OF THE JUNE 21, 2022, US NUCLEAR REGULATORY COMMISSION PUBLIC MEETING WITH INDUSTRY TO DISCUSS ITEMS PERTAINING TO DIVERSE AND FLEXIBLE COPING STRATEGIES (FLEX) DATA ANALYSIS On June 22, 2021, the U.S. Nuclear Regulatory Commission (NRC) staff conducted a public meeting with industry representatives to discuss the latest developments in crediting Diverse and Flexible Coping Strategies (FLEX) in risk-informed applications. The meeting notice and agenda for the June 21, 2022, public meeting are available in the NRCs Agencywide Documents Access and Management System (ADAMS) at the accession number shown below.

Background===

By memorandum dated May 30, 2017 (ADAMS Accession No. ML17031A269), the NRC staff provided an initial assessment of Nuclear Energy Institutes (NEIs) guidance entitled, NEI 16-06, Crediting Mitigating Strategies in Risk-Informed Decision Making. By memorandum (ADAMS Accession No. ML22014A084) dated May 6, 2022, the NRC staff presented an updated assessment of the industry guidance for crediting mitigating strategies in probabilistic risk assessments (PRAs). The memorandum stated that the NRC supports enhancing safety through the expanded use of FLEX and continues to provide credit for FLEX in both licensing and oversight. The updated assessment provides a consistent and predictable approach in crediting FLEX in regulatory licensing applications. When developing risk-informed applications that credit mitigating strategies in PRAs, the licensees that reference and apply the updated NRC assessment will likely minimize the need for requests for additional information (RAIs) in future license application submittals.

Purpose The purpose of the public meeting was to provide details on the NRCs updated assessment to industry representatives and the public.

During the meeting, the NRC staff gave a slide presentation on the latest updates for each conclusion identified in the initial assessment which pertains to the following areas: (1) scope (conclusion 1), (2) PRA upgrade (conclusions 2 and 3), (3) data analysis (conclusions 4-10),

and (4) Human Reliability Analysis (HRA) (conclusions 11-13).

Conclusion At the conclusion of the meeting, it was stated that the licensees who address the NRCs concerns as outlined in the NRCs updated assessment for modeling FLEX in PRAs could reduce or eliminate the number of RAIs pertaining to how FLEX is modelled in the PRA for the risk informed application.

No regulatory decisions or commitments were made during the meeting. No public comments were received during the public comment period.
