SUMMARY
OF THE JULY 11, 2022, PUBLIC MEETING REGARDING X ENERGY LLC: QUALITY ASSURANCE PROGRAM DESCRIPTION On July 11, 2022, the U.S. Nuclear Regulatory Commission (NRC) staff held a public meeting with representatives from X Energy LLC (X-energy) regarding X-energys Quality Assurance Program Description. The public meeting notice and agenda are available in Agencywide Documents Access and Management System (ADAMS) Accession Number ML22180A323.

Meeting Summary After the opening remarks by the NRC staff and X-energy representatives, X-energy began the discussion by explaining each of the changes in the new version (Revision 4) of the Quality Assurance Program Description (QAPD) topical report. The main purpose of the revision is expanding the report scope to cover more than an Xe-100 reactor design certification.
The QAPD approach will also include the TRISO fuel development. Revision 4 of the topical report includes an update to the X-energy organization, revised language to accommodate audit flexibility under exigent conditions, and revisions to incorporate responses to previous requests for additional information (RAIs). X-energy worked with Excel Services in the development of the subject report.
David Bannister of X-energy went over the changes to each section of the report. Some of the NRC feedback provided during the presentation included for X-energy to identify the applicable regulatory guidance and to provide justifications when X-energy will not commit to the expected NRC regulatory guidance.

G. Oberson Another point raised during the discussion concerned the applicable regulations under Title 10 of the Code of Federal Regulations, Part 70, Part 71 and/or Part 72. X-energy was originally planning to go over these regulations under a separate submittal. X-energy asked if it is acceptable to cover those regulations in the same submittal. The NRC staff took the action to discuss this further with the Office of Nuclear Materials Safety and Safeguards.
The NRC staff also mentioned the benefit of benchmarking with recent applications such as the Hermes reactor from Kairos Power. Understanding the approach of Kairos and other applicants with relevant experiences will most likely result in a more efficient and faster review.
X-energy stated that the Topical Report Revision 4 will be submitted for NRC review by August 2022. X-energy intends to continue to engage with the NRC staff on this and several other topics as part of their pre-application activities for the Xe-100 design.
