RESEARCH INFORMATION LETTER 2022-08, HUMAN RELIABILITY ANALYSIS OF SEE-AND-FLEE ACTIONS USING THE INTEGRATED HUMAN EVENT ANALYSIS SYSTEM FOR EVENTS AND CONDITION ASSESSMENT METHOD The Office of Nuclear Regulatory Research (RES) is providing for your information and use Research Information Letter 2022-08, Human Reliability Analysis of See-and-Flee Actions Using the Integrated Human Event Analysis System for Event and Condition Assessment (IDHEAS-ECA) Method. This report presents a human reliability analysis (HRA) of hypothetical see-and-flee events at a fuel cycle facility using the IDHEAS-ECA method and will be published as a Research Information Letter (RIL). The IDHEAS-ECA method was published as NUREG-2256 and is currently available in the Agencywide Documents Access and Management System (ADAMS) under Accession No. ML22300A117.
This report demonstrates the use of the IDHEAS-ECA HRA method to estimate the reliability of administrative Items Relied on for Safety (IROFS). Specifically, this study estimated the reliability of see-and-flee IROFS in three different scenarios (contexts) to demonstrate the IDHEAS-ECAs ability to assess the reliability of the same IROFS performed in different conditions. This ability would supplement the guidance of NUREG-1520 Standard Review Plan for Fuel Cycle Facilities License Applications (ADAMS Accession No. ML15176A258) in specifying the probability index numbers with sound technical basis. IDHEAS-ECA can be added to the Office of Nuclear Material Safety and Safeguards (NMSS) tool set to assess administrative IROFS reliability and supplement the guidance in NUREG-1520. This report also demonstrates that IDHEAS-ECA can identify dominant reliability drivers. The information in this report will be useful for licensees to effectively use limited resources to improve reliability, and for the NRC staff to evaluate the impacts of the reliability.

S. Helton RES proposes developing training materials on using IDHEAS-ECA, with a focus on NMSS applications, and providing training to the interested NMSS staff and licensees. RES worked closely with NMSS to ensure that the cognizant staff members from each organization were satisfied with the quality and completeness of the work products prior to transmittal of the final reports. We expect that this close working relationship will continue.
