Beaver Valley Power Station - NRC Office of Investigations Case No. 1-2021-013

Dear Mr. Grabnar:

The Region I Field Office, NRC Office of Investigations (OI), initiated an investigation (Case No.

1-2021-013) on May 26, 2021, to determine whether Beaver Valley employees willfully failed to follow a test procedure. Based upon documentary and testimonial evidence developed during the OI investigation, the NRC substantiated that Beaver Valley employees failed to follow a test procedure but did not substantiate that those employees acted willfully. Apparent violations of Technical Specification (TS) 5.4.1, Administrative Controls for Procedures, and 10 CFR 50.9, Completeness and accuracy of information were identified and found to be minor because the failure to follow procedure did not impact the outcome of the test. Minor violations are not subject to formal enforcement action or documentation by the NRC. Therefore, these minor violations will not be documented in an inspection report and no further regulatory action is planned.
