Dear Madam Chairwoman:
On behalf of the U.S. Nuclear Regulatory Commission (NRC), as directed by the Social Security Number Fraud Prevention Act of 2017 (Public Law 115-59, 42 U.S.C. 405 note), I am submitting the NRC's final report containing the title and identification number of all of the types of documents sent by mail that the NRC used during the past year that include the complete social security account of an individual. As the NRC previously reported, the agency amended its regulations in August 2020, thereby complying with the Act's requirement that within 5 years of its enactment, CFO Act agencies issue regulations specifying the circumstances under which inclusion of a social security account number on a document sent by mail is necessary.

NRC Final Report on Compliance with the Social Security Number Fraud Prevention Act of 2017 Final Plan for Compliance The U.S. Nuclear Regulatory Commission (NRC) has complied with the requirement from the Social Security Number Fraud Prevention Act of 2017 that by September 15, 2022, agencies issue regulations designed to protect and limit the use of social security numbers (SSNs). In August 2020, the NRC amended its regulations, Parts 9 and 35 of Title 10 of the Code of Federal Regulations (see 85 FR 33527), to specify when an individual's complete SSN is necessary, maximize the use of partially redacted SSNs where feasible, require that SSNs not be visible on the outside of any package sent by mail to or from the NRC, and direct that documents sent by mail include the SSN of an individual only when the head of the agency determines that including the SSN is necessary.
The section below lists the documents sent by mail that the NRC used during the past year and that included an individual's complete SSN, which was not visible on the outside of any package. About 90 percent of the listed documents are Governmentwide forms.
