SAFETY EVALUATION FOR NUSCALE POWER, LLC, TOPICAL REPORT METHODOLOGY FOR ESTABLISHING THE TECHNICAL BASIS FOR PLUME EXPOSURE EMERGENCY PLANNING ZONES AT NUSCALE SMALL MODULAR REACTOR PLANT SITES, TR-0915-17772, REVISION 3 By letter dated June 10, 2022, NuScale Power, LLC (NuScale), submitted Revision3 of licensing Topical Report (TR)-0915-17772, titled Methodology for Establishing the Technical Basis for Plume Exposure Emergency Planning Zones at NuScale Small Modular Reactor Plant Sites (Agencywide Documents Access and Management System (ADAMS) Accession No.ML22161B011 [proprietary]; ML22161B010 [non-proprietary]), to the U.S. Nuclear Regulatory Commission staff for review and approval. This TR was prepared for the purpose of being referenced in future applications for a construction permit or a combined license for the NuScale small modular reactor design, including the standard plant design (Docket 52-048) and variations and derivatives. Revision 3 of the TR revises the methodology in Revision 2, titled Methodology for Establishing the Technical Basis for Plume Exposure Emergency Planning Zones (ML20217L423
[proprietary]; ML20217L422 [non-proprietary]).
The NRC staffs safety evaluation (SE) can be found in ADAMS under ML22175A002 [proprietary].
The SE will support a meeting of the Sub-Committee of the Advisory Committee on Reactor Safeguards (ACRS) on September 8, 2022.
The NRC staff requests that the ACRS withhold the proprietary version of the SE from public disclosure. The non-proprietary version will be issued and made publicly available in ten business days after the staff completes its verification of any additional proprietary information NuScale may identify.
