Dear Dir. Warden:

On July 18, 2022, the U.S. Nuclear Regulatory Commission received a request from Global Nuclear Fuel - Americas, L.L.C. to amend export license application XSNM3135/05. The license presently authorizes the export of low-enriched uranium to Kazakhstan for conversion into uranium dioxide powder form at the Ulba Metallurgical Plant, and then its return to the United States for fabrication as fuel in commercial nuclear power stations.

The purpose of the amendment is to: 1) update the point of contact and 2) extend the date of expiration from December 31, 2022 to December 31, 2027.

Since there are no changes to the terms and conditions of the existing license being requested, our office is processing this as a minor amendment. We intend to issue the requested license after the 30-day comment period allotted for public review has expired, and it is determined that applicable export license criteria are met.
