RAI-21: Holtec stated that the response to the original RAI-21 (ML20002A300) has addressed canister dryness and potential flooding. The staff indicated that Holtec analyzed the canister performance in the initial application for UMAX, but did not discuss the performance of 24PT1 under UMAX storage condition. The staff needs more information to demonstrate leaktight. Holtec said it will provide more information.

RAI-22 & 23: Holtec noted that the staff does not appear to recognize or accept that the canister is always internally dry, which is the issue in RAI-21. The staff stated that Holtec only analyzed one accident scenario for criticality, and the staff cannot determine the system's maximum reactivity based on one scenario. Holtec understood that the staff needs reasonable assurance on the claimed maximum reactivity, and would determine how to respond.

Holtec needs to respond to RAI-21, 22, and 23; provide supplemental information to Holtec's response to RAI-5, 14, and 16 (ML20104C050); and provide additional information to the two issues discussed at the December 15, 2020 public meeting (CoC boundary and aging management). Holtec will provide the response schedule in the following week.
