An aircraft flew over the Salem/Hope Creek site three times at an altitude of about 2000 ft. The aircraft was described as similar to a DC-10 with a blue bottom and a white top with an American flag on the tail. There appeared to be something on the bottom of the aircraft described as part of the fuselage.

The flight pattern was inside the owner controlled area but outside the protected area. The first flyover was in a north to south pattern along the river. The other two flight patterns circled the site.

At approximately 1340 EST a large metallic-like object was observed falling from the sky landing about 2000 ft offshore of the facility. Security reported the incident to the USCG who indicated that they did not intend to dispatch a vessel for followup. The unidentified object is still visible floating away from the plant.

Notified FAA HQ, USCG Delaware and R1 DO (Cook). This report is open pending IL TAB review. ILTAB will update or close this report when appropriate.

"At approximately 0920 hrs., today, a Salem/Hope Creek security officer observed a low flying aircraft flying over the site at approx 3000 ft. Shortly after (approximately 4-5 minutes later), the Philadelphia Airport Tower

[DELETED] called and advised the Team Leader that a Cessna fixed wing aircraft, Tail# N41 OBS, will be flying over the site to take photographs. The tower could provide no further information regarding ownership of the aircraft or who is taking the photographs. PSEG Nuclear (Salem/Hope Creek Station) had no prior knowledge of the fly-over, nor was it authorized.

"Consequently, we contacted the Philadelphia FAA Flight Standards Office [DELETED], who identified the owner of the aircraft and the location of the airport where the flight originated. The plane originated from the Millville Airport and is owned by Big Sky Aviation, 103 Leddon Dr., Millville, NJ 08332, Tel# (800) 752-9207

"At approximately 1420 EST an officer reported the sighting of a UAS (Unmanned Aircraft System), flying south to north along the water's edge. The officer was unable to identify any markings due to the identification being made via binoculars at a distance of approximately 500 yards. Officer stated it was dark in color and small in size."

The officer did not see where the UAS had been launched from or where it landed. The officer did not see the UAS make a return trip. The area of the flyby was over water not land. The area of the flyby is a restricted area.
