SHINE Background In 2015, the NRC and the U.S. Department of Energy issued NUREG-2183, Environmental Impact Statement for the Construction Permit for the SHINE Medical Radioisotope Production Facility (the final environmental impact statement or FEIS)
- Discusses the environmental impacts of constructing, operating, and decommissioning the SHINE Medical Isotope Production Facility In 2016, the NRC issued a construction permit for the SHINE facility In 2019, SHINE Medical Technologies, LLC submitted an application to the NRC for an operating license for the SHINE facility and commenced NRC-authorized construction 5
Environmental Review
- In connection with its review of SHINEs operating license application, the NRC prepared a supplement to the FEIS (NUREG-2183, Supplement 1)
- The purpose of this supplement is to evaluate the environmental impacts of the SHINE facility with respect to any changes since the publication of the FEIS
- The supplement updates information and only covers matters that differ from the FEIS or that reflect significant new information 6
How Impacts Are Defined
- SMALL
- Effects are not detectable or are so minor that they will neither destabilize nor noticeably alter any important attribute of the resource
- MODERATE
- Effects are sufficient to alter noticeably, but not to destabilize, important attributes of the resource
- LARGE
- Effects are clearly noticeable and are sufficient to destabilize important attributes of the resource 7
