Dear Dir. Warden:

On July 18, 2022, the U.S. Nuclear Regulatory Commission received a request from Humboldt Scientific, Inc to amend export license application XB1344/01. The license presently authorizes export of up to 30 portable moisture/density gauges to Iraq. Each gauge contains 0.0111 TBq of cesium-137 and 0.0444 TBq of americium-241.

The purpose of the amendment is to add Fugro Middle East and Citadel Engineering Company to the list of ultimate foreign consignees.

Before acting on this request, we would appreciate your views, in accordance with Title 10 to the Code of Federal Regulations Part 110.41(a)(10), from the overall perspective of the Executive Branch, as to whether the requested export meets the applicable criteria in the Atomic Energy Act of 1954, as amended.

As such, your assistance in obtaining the necessary Executive Branch views would be appreciated within 60 days after receiving this letter. If you have any questions, please contact either Janelle Jessie (Janelle.Jessie@nrc.gov) or Joanne Savoy (Joanne.Savoy@nrc.gov), the Licensing Officers who reviewed this case.
