Dear Mr. Chairman:

The U.S. Nuclear Regulatory Commission (NRC) is proposing to republish 13 of its Privacy Act system of records notices as a result of a systematic review. Four of the system notices include proposed revisions that require a period for public comment: NRC 5, Grants Management System; NRC 8, Employee Disciplinary Actions, Appeals, Grievances, and Complaints Records; NRC 11, Reasonable Accommodations Records; and NRC 23, Case Management System Indices, Files, and Associated Records. The proposed modifications include updating authorities, narrowing the scope of one system notice, renaming two systems for clarity, and various minor updates. The revisions to other republished system notices include minor corrective and administrative changes that do not meet the threshold criteria established by the U.S. Office of Management and Budget (OMB) for either a new or altered system of records.

For NRC 5, the NRC is proposing to rename the system to reflect the narrowed scope of the system. For NRC 8 and NRC 11, the NRC is updating the authorities section, and for NRC 23, proposed revisions include changing the name and expanding the categories to include both investigation and enforcement information. As a result of these proposed changes, the NRC is republishing and seeking public comment on these proposed revisions.

In accordance with the guidance in OMB Circular No. A-108, Federal Agency Responsibilities for Review, Reporting, and Publication under the Privacy Act, reissued December 23, 2016, the NRC is enclosing copies of the narrative statement and proposed system of records notice. The agency has also sent copies of these documents to the Chairwoman of the Committee on Oversight and Reform of the U.S. House of Representatives and the Acting Administrator of the OMB Office of Information and Regulatory Affairs for a 30-day review period.
