PLEASE READ/RESPOND: Kansas's Advanced Notification Designee?
Ms Tucking:
Myself and another member of the US NRC staff from our HQ (Jeff Lynch) have been attempting to make contact with you (via email and phone) to confirm (1) that you remain the Advanced Notification Designee for Kansas relative to certain radioactive material transports through the state, and (2) validate your correct contact information/phone numbers. (see the email below from June 7,
as an example.)
In follow-up a couple weeks ago, since we had not heard back from you, I contacted the KDEM non-emergency line and spoke to a Watch Officer who confirmed that you were still intended to be the Advanced Notification Designee for Kansas. However your organization had been experiencing some phone line issues and some contact numbers were being reconfigured. Yesterday (7/8/2022), called the new desk phone line noted for you on the KDEM directory (https://www.kansastag.gov/KDEM.asp?PageID=368), and left a voicemail requesting a call back to confirm this number and any other phone numbers (i.e., mobile) you wanted the NRC to include in the updated directory of State Advanced Notification Designees.
At this point, the following is the updated information we have for you, with the items highlighted in BLUE as those which changed from the prior listing:
Kansas Devan Tucking Response & Recovery Services Section Chief Division of Emergency Management 2800 SW Topeka Boulevard Topeka, KS 66611-1287 Phone: (785) 646-2541 Mobile Phone: TBD 24-hour phone: (785) 291-3333, Option 2 (staff duty officer)
Fax: (785) 646-2001 E-mail: devan.n.tucking.nfg@mail.mil
Again, I would like to confirm that (1) the new main phone number for you is correct, (2) the 24-hour number is sufficient, and (3) if you want to have a mobile number listed, PLEASE include it in your response back to me. If you prefer to just have the 24-hour number listed, and no mobile number, that is perfectly acceptable for these purposes.
Thank you for your support and attention in this matter.

Specific advance notifications are as follows:

10 CFR 71.97, Advance Notification of Shipment of Irradiated Reactor Fuel and Nuclear Waste, requires advance written notification be provided to States, participating Federally recognized Tribes, and the NRC for irradiated reactor fuel and for large quantity shipments[1] of radioactive waste outside the confines of the licensees facility or other place of use or storage.
10 CFR 73.35, Requirements for Physical Protection of Irradiated Reactor Fuel (100 grams or less) in Transit, requires that small shipments of irradiated reactor fuel (100 grams or less) be subject to the physical protection requirements in 10 CFR Part 37. Accordingly, per 10 CFR 37.77, advanced written notification must be provided to States and the NRC for these shipments before transport outside the confines of the licensees facility or other place of use or storage.
