SUBJECT:
VOGTLE ELECTRIC GENERATING PLANT UNIT 3 - U.S. NUCLEAR REGULATORY COMMISSION OFFICE OF INVESTIGATIONS (OI) CASE NUMBER: 2-2022-010F
Dear Ms. Tyson:
On March 4, 2022, the NRC Office of Investigations (OI) conducted an assist to staff by requesting information from SNC regarding potential wrongdoing related to anchor bolts that attach lighting systems to structures in a Unit 3 stairwell, which were deliberately cut too short and unable to perform their safety function. On April 5, 2022, SNC provided the NRC with a response.
The NRC has completed the Assist to Staff and evaluated the information provided. As a result, the staff determined that installation of the lighting system and associated anchor bolts within the Unit 3 auxiliary building stairwell S05 is not an NRC regulated activity. Therefore, no specific indication of wrongdoing associated with NRC regulations was identified. We plan no further investigative actions toward SNC with regard to this matter. Should you have any questions concerning this letter, please contact us.
Copies of documents related to this Assist to Staff may be requested under the Freedom of Information Act (FOIA). Requests for records under FOIA can be made to U.S. Nuclear Regulatory Commission, Mail Stop T-5 F09, Washington, DC 20555-0001, or you can fax your request to the NRC Rockville, Maryland office at (301) 415-5130, or email at FOIA.resource@NRC.GOV. Any information provided under FOIA will, to the extent consistent with that act, be purged of names and other potential identifiers.
In accordance with 10 CFR 2.390 of the NRC's "Rules of Practice and Procedure" a copy of this letter will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRC's document system (ADAMS).
2 Case No. 2-2022-010F ADAMS is accessible from the NRC Web site at http://www.nrc.gov/NRC/ADAMS/index.html (the Public Electronic Reading Room).
Sincerely,
/RA/
Andrea Johnson, Sr. Project Manager Construction Inspection Branch 1
