The AFGE also includes in its membership employees of the government of the District of Columbia, who are not Federal employees. The unions represent Federal employees and advocate issue with Congress and government agencies, but the organizations are not part of the Federal Government.

Steve, I see that "records documenting activities related to managing relationships between the agency, its employees, and its unions and bargaining units" are covered in GRS 5.2. The GRS does not mention anything about records belonging to or originating from a union.

Our agency-specific schedules don't mention records belonging to or originating from our union.

May I make the assumption that even though the union head is allowed to use NRC email and resources to send an email to an outside party (e.g., the head of the union), that these are not Federal records? This question was posed as a FOIA request.

NTEU thanks the almost 700 employees that responded to the Union survey on the Agency proposal to renovate more floors to the open space workstation environment. Above is the like to the report. The 44 page survey report summarizes the results indicating an overwhelming preference for traditional workstations. The report has an additional 350 pages listing all the comments employees entered into the survey so we can justify the Union's bargaining position against the agency's proposal to expand open space to more floors. This week the agency has responded to the Union's status quo counter proposal based upon survey results. As the Agency proposes to continue with open space renovation, the importance of this report will be materialized if and when bargaining may transition to the Federal Mediation and Conciliation Service or ultimately with the Federal Service Impasse Panel. NTEU, your exclusive representative plans to stand firm for workstation design preferred by staff.

I would like to thank the NTEU bargaining team which consists of Marcia Carpentier, Larry Criscione, myself, Cynthia Woerner (NTEU National) and Dale Yeilding. It was a monumental effort generating this voluminous report in approximately 5 weeks. And many thanks to the legendary Dan Frumpkin for his support with the survey and IT matters.

Although this is the final report to support our bargaining position, the survey is still open for those who did not take it. It can't hurt to get a higher response rate and additional insights. Please note that you can only take it once.

The particularized need is for the purpose of bargaining changes in personnel policies, practices, or conditions of employment as the agency proposes to renovate space at the headquarters facility.

NTEU requests a copy of the report the Union submitted to the agency entitled, NTEU Review of Proposed NRG Expanded Open Space Floor Plan: Bargaining Unit Employees Survey Results, June-2020, previously ADAMS Number ML20198M375.

The particularized need is to compare past survey results with those recently received, and to strive for a consistent Union position for the renovation of space along with representing our constituents needs to accomplish work. The report was transmitted by an union official that no longer represents employees and the Union did not retain a copy due to the understanding that it was put into ADAMS. Unfortunately it was removed from ADAMS.

You are correct. The two unions of Federal employees, the NFFE and the AFGE are affiliated with the AFL-CIO. The AFGE also includes in its membership employees of the government of the District of Columbia, who are not Federal employees. The unions represent Federal employees and advocate issue with Congress and government agencies, but the organizations are not part of the Federal Government.

May I make the assumption that even though the union head is allowed to use NRC email and resources to send an email to an outside party (e.g., the head of the union),

that these are not Federal records? This question was posed as a FOIA request.

NTEU thanks the almost 700 employees that responded to the Union survey on the Agency proposal to renovate more floors to the open space workstation environment. Above is the like to the report. The 44 page survey report summarizes the results indicating an overwhelming preference for traditional workstations. The report has an additional 350 pages listing all the comments employees entered into the survey so we can j ustify the Union's bargaining position against the agency's proposal to expand open space to more floors. This week the agency has responded to the Union's status quo counter proposal based upon survey results. As the Agency proposes to continue with open space renovation, the importance of this report will be materialized if and when bargaining may transition to the Federal Mediation and Conciliation Service or ultimately with the Federal Service Impasse Panel. NTEU, your exclusive representative plans to stand firm for workstation design preferred by staff.

I would like to thank the NTEU bargaining team which consists of Marcia Carpentier, Larry Criscione, myself, Cynthia Woerner (NTEU National) and Dale Yeilding. It was a monumental effo rt generating this voluminous report in approximately 5 weeks. And many thanks to the legendary Dan Frumpkin for his support with the survey and IT matters.

Although this is the final report to support our bargaining position, the survey is still open for those who did not take it. It can't hurt to get a higher response rate and additional insights. Please note that you can only take it once.
