Dear Dr. Biegalski (Steve),

I appreciated our June 8, 2022, discussion regarding Grant 31310018M0020 under the University Nuclear Leadership Program (UNLP) fellowship grant program, including concerns described in your letter dated May 26, 2022.

We understand you are seeking a no-cost extension for your grant for one year to accommodate an unanticipated change in student eligibility. We appreciate your attention to the eligibility requirements and your agility in identifying a revised approach. Your efforts reflect our mutual goal of supporting fellowships for students pursuing studies relevant to the nuclear industry.

To move forward with your request, we will need additional information to support our fiduciary responsibilities. We have previously shared concerns with your institutions drawdown approach. Please supplement your semi-annual progress report to briefly explain past funding drawdowns and changes you plan to make going forward. We will also need student service agreement(s) and resume(s) for any new students funded under this grant. As a last point, we rely on your institution to take the appropriate steps to recoup grant funds for students who received grant funding but later became ineligible to continue in the program.

Your May 26, 2022, letter also requested feedback on three recent grant applications. As part of the annual grant award process, the NRC provides each university that does not get selected for an award an unsuccessful notification that outlines the reasoning as to why the school did not receive an award. Ms. MLita Carr provided this notification to you on June 6, 2022, for your Scholarship, Fellowship, and Faculty Development submissions.

We would be pleased to set up a conference call, prior to submission, to answer any additional questions you may have regarding our information request described above.
