In your email you commented about the timeframe for rulemaking relative to other reports produced by the NRC. For the examples you noted, while rulemaking activities are not equivalent to human capital research, we continue to seek improvements in the effectiveness and efficiency of our rulemaking processes and appreciate the observation.
