SUMMARY
OF THE JUNE 9, 2022, OBSERVATION PUBLIC MEETING TO DISCUSS THE NUSCALE POWER, LLC, CYBERSECURITY METHODOLOGY TO SUPPORT THE CARBON FREE POWER PROJECT COMBINED LICENSE APPLICATION The U.S. Nuclear Regulatory Commission (NRC) held an observation public meeting on June 9, 2022, to discuss the NuScale Power, LLC (NuScale), Cybersecurity plan licensing topical report (LTR) for the Carbon Free Power Project (CFPP) combined license (COL) application. The purpose of the meeting was to discuss NuScales cybersecurity methodology to support the CFPP COL application.
This was part of a series of planned pre-application meetings with representatives from CFPP and NuScale to offer understanding and awareness for several proposed methodologies. This hybrid meeting had in-person attendees from the NRC, CFPP, NuScale, and members of the general public. Additionally, as this was a hybrid meeting, representatives from the NRC, CFPP, and NuScale participated virtually through a Microsoft Teams meeting link.

The NRC issued the public meeting notice on May 10, 2022, and posted it on the NRC public website.1 Prior to the meeting, NuScale submitted presentation slides for the open session and closed, proprietary session of the meeting. OF THE JUNE 9, 2022, OBSERVATION PUBLIC MEETINGTO DISCUSS THE NUSCALE POWER, LLC, CYBERSECURITY PLAN FOR THE CARBON FREE POWER PROJECT COMBINED LICENSE APPLICATION Meeting Summary of Open Session The U.S. Nuclear Regulatory Commission (NRC) held an observation public meeting on June 9, 2022, to discuss the proposed NuScale Power, LLC (NuScale), Cybersecurity Plan licensing topical report (LTR) for the Carbon Free Power Project (CFPP) combined license (COL) application. The purpose of the meeting was to discuss the cybersecurity methodology that will support the CFPP COL.
The NRC issued the public meeting notice on May 10, 2022, and posted it on the NRC public website. Prior to the meeting, NuScale submitted presentation slides for the open session and closed, proprietary session of the meeting. The presentation slides for the open session of the meeting were posted on the NRC public website.3 The hybrid public meeting was conducted in two parts. The open session of the meeting provided members of the public an opportunity to observe the staff's interactions with the prospective applicant and to comment near the end of the session. The closed session of the meeting provided the staff and the prospective applicant an opportunity to discuss proprietary information.
NuScale provided an overview of the agenda that covered the project overview, structure, approach and goals followed by the COL application content, the types and frequencies of interactions, and technical topics to support the preapplication activities.
The NRC staff requested clarification on the NuScale regulatory framework and how the cybersecurity plan might differ from the current operating fleet, and whether the applicant plans to comply fully with 10 CFR 73.54 or request exemptions to the regulations.
CFPP/NuScale responded that the cybersecurity plan will comply the requirements in 10 CFR 73.54 and details will be provided during the closed session.
The NRC staff requested information on the timing of the submissions to support the changes from a typical cybersecurity plan that the staff has reviewed. CFPP/NuScale responded that additional information on its future submission plans will be informed by the discussion during the closed session.
The NRC staff commented that there is a briefing of the NuScale NPM-20 design on June 22, 2022, to the Advisory Committee on Reactor Safeguards and because the cybersecurity topic credits design features of the NPM-20, the NuScale presentation should include a discussion of the cybersecurity approach discussed during this meeting.

2 Public comments: Edwin Lyman from the Union of Concerned Scientists requested the NRC staffs perspective on whether it would expect an exemption from the regulations if the cybersecurity plan is different from is typically expected. The NRC staff responded that other approaches to a cybersecurity plan may be proposed by the applicant. The staff further stated that this cybersecurity plan will be reviewed by the NRC staff against the requirements in the regulations providing that it follows an NRC endorsed approach and represents one acceptable way to meet the regulations.
Public comments: Edwin Lyman from the Union of Concerned Scientists commented that the applicants approach of crediting many of the design features of the NuScale NPM-20 should not be reviewed in isolation. The NRC staff and NuScale noted this comment.
