By application dated May 23, 2022 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML22145A139) QSA Global, Inc. requested a revision to the Certificate of Compliance (CoC or the certificate) No. 6613, for the Model No. 702 package.
The approval constitutes authority to use the package for shipment of radioactive material and for the package to be shipped in accordance with the provisions of Title 49 of the Code of Federal Regulations (49 CFR) 173.471. Those on the attached list have been registered as users of the package under the general license provisions of 10 CFR 71.17 or 49 CFR 173.471.

SAFETY EVALUATION REPORT
Docket No. 71-6613 Model No. 702 Package Certificate of Compliance No. 6613 Revision 21 GENERAL EVALUATION
By application dated May 23, 2022 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML22145A139) QSA Global, Inc. (QSA or the applicant) requested a revision to the Certificate of Compliance (CoC or the certificate) No. 6613, for the Model No. 702 package. QSA requested an amendment to the CoC to reflect a change made to Drawing No. R70290.
Following staff review of the associated safety analysis report (SAR), the staff finds that the change does not affect the ability of the package to meet the requirements of Title 10 of the Code of Federal Regulations (10 CFR) Part 71.
Packaging Drawings
The applicant submitted a revised drawing that shows a tolerance of +/- 1/4-inch specific to the 10 1/4 inch outer diameter of the hold down ring. The hold down ring is a component of the hold down clamp assembly on the Model No. 702 package.

EVALUATION
The applicant provided the revised drawing and additional analyses showing that the change in allowable tolerance does not affect the safety of the package. The staff reviewed the changes to the drawing provided by the applicant. The staff determined that the changes have no impact on the packaging design, structural integrity, or safety functions. Therefore, the staff determined that the changes to the drawing are acceptable.
CONDITIONS
The following changes have been made to the certificate:
Condition No. 5(a)(3), Drawings, was updated to reflect the latest revision (Revision Z) of drawing No. R70290, (Sheets 1 - 9), Model 702 Isotope Shielding Shipping Container.
Condition No. 8 has been edited to specify the termination date of the previous revision of the certificate (revision 20).
The application date for this amendment was added to the REFERENCES section.

CONCLUSION
Based on the statements and representations in the application and the conditions listed above, the staff concludes that the Model No. 702 package design has been adequately described and evaluated, and that these changes do not affect the ability of the package to meet the requirements of 10 CFR Part 71.
