SUBJECT: ORANO-TRANSPORT LOGISTICS INTERNATIONAL, INC. - NRC INSPECTION

REPORT NO. 710947/2022-201 AND NOTICE OF VIOLATION

Dear Andrew Langston:

This letter refers to the inspection conducted by the U.S. Nuclear Regulatory Commission

(NRC) on February 22 to 24, 2022, at the Container Products Corporation (CPC) facility in

Wilmington, NC. The inspection team continued the inspection activities with an in-office review

and held an exit meeting on May 20, 2022, with you and other members of your staff. The CPC

is under contract with Orano-Transport Logistics International, Inc. (TLI) to fabricate important-

to-safety (ITS) components of the Versa-Pac transportation packaging under Certificate of

Compliance (CoC) 71-9342.

The purpose of the inspection was to verify and assess the adequacy of TLIs compliance with

the NRC requirements for the design, modification, fabrication, assembly, testing, and

procurement of Versa-Pac components. TLI is the holder of the CoC and designer of the Versa-

Pac transportation packaging.

The inspection scope included observations of in field fabrication activities, reviews of records,

and interviews with personnel to determine whether a transportation packaging fabricated by an

outside fabricator is constructed in accordance with the commitments and requirements

specified in the safety analysis report (SAR), the NRCs corresponding safety evaluation report

(SER), Title 10 of the Code of Federal Regulations (10 CFR) Part 71, Packaging and

Transportation of Radioactive Material, and the CoC; and to determine whether the outside

fabricators activities are conducted in accordance with NRC-approved Quality Assurance

Program (QAP) requirements. The enclosed report presents the results of this inspection.

Based on the results of this inspection, the NRC has determined that one Severity Level IV

violation of NRC requirements occurred. The violation was evaluated in accordance with the

NRC Enforcement Policy. The current Enforcement Policy is included on the NRC's Website at

(http://www.nrc.gov/about-nrc/regulatory/enforcement/enforce-pol.html). The violation is cited in

the enclosed Notice of Violation (Notice) and the circumstances surrounding it are described in

detail in the subject inspection report. The violation is being cited in the Notice because the

violation was repetitive as a result of inadequate corrective action and was identified by the

NRC.

You are required to respond to this letter and should follow the instructions specified in the

enclosed Notice when preparing your response. If you have additional information that you

believe the NRC should consider, you may provide it in your response to the Notice. The NRC

review of your response to the Notice will also determine whether further enforcement action is

necessary to ensure compliance with regulatory requirements.

In accordance with 10 CFR 2.390 of the NRCs Rules of Practice, a copy of this letter, its

enclosures, and your response, will be made available electronically for public inspection in the

NRC Public Document Room or from the NRC's Agencywide Documents Access and
