OF THE MAY 17, 2022, U.S. NUCLEAR REGULATORY COMMISSIONS CLOSED PRESUBMITTAL MEETING WITH THE PRESSURIZED WATER REACTOR OWNERS GROUP TO DISCUSS TOPICAL REPORT PWROG-21001-P, HYDROGEN-BASED TRANSIENT CLADDING STRAIN LIMIT On May 17, 2022, the U.S. Nuclear Regulatory Commission (NRC) staff held a closed meeting with representatives from the Pressurized Water Reactor Owners Group (PWROG) to discuss the presubmittal of Topical Report (TR), PWROG-21001-P, Hydrogen-Based Transient Cladding Strain Limit. The meeting notice and agenda for the closed meeting are available in the NRCs Agencywide Documents Access and Management System (ADAMS) at Accession No. ML22126A131. The meeting attendance list is enclosed in this summary.

During the meeting, the PWROG representatives stated that the TR will be applicable to plants with a Westinghouse-Nuclear Steam Supply System (NSSS) and a Combustion Engineering-NSSS that use PAD5 fuel performance models. It was also mentioned that the TR contains a new method of evaluation for NRC review and approval.

The meeting topics included a high-level overview of each section of the TR. The technical discussion during the meeting included information about regulatory criteria, guidance, and analysis used to support the subject of the TR. The PWROG representatives stated that the TR is expected to be submitted by the end of June 2022 with an application request for a standard review.

At the conclusion of the meeting, all participants were informed that the feedback provided during the meeting met the goals of the meeting. No regulatory decisions or commitments were made during the meeting.
