HomeBio - Clay Johnson Clay Johnson Clay Johnson serves as Deputy Director in the Division of Preparedness and Response, Office of Nuclear Security and Incident Response (NSIR). Mr. Johnson joined the U.S. Nuclear Regulatory Commission (NRC) in 2002 as a Security Specialist in NSIR and has held numerous challenging multi-agency roles including a detail to the Department of Homeland Security (DHS) where he led interagency teams from NRC, U.S. Coast Guard, the Federal Bureau of Investigation, and the DHS Risk Management Division. He held the position of Chief, Integrated Response and Interagency Liaison Branch, NSIR and Chief, Security Performance Evaluation Branch, NSIR where he was responsible for the development and implementation of the NRCâ's Force-on-Force Inspection Program and coordinating support from Special Operations Command military personnel. In his current role he develops emergency preparedness policies, regulations, programs, and guidelines for both licensed nuclear reactors and small modular reactors: provides technical expertise regarding emergency preparedness and incident response issues and conducts technical and regulatory reviews of emergency preparedness applications and amendments. He exercises oversight of the regional response programs: manages the NRC Operations Center: and coordinates incident response programs with Federal, State, and local governments and licensees.

Prior to joining the NRC, Mr. Johnson was on active duty in the U.S. Navy; worked for the Marriott Corporation, and held a civilian position overseeing physical security and law enforcement activities for the Naval Surface Warfare Center. He is a graduate of the NRCâ's Senior Executive Service Candidate Development Program.
