Previously, he was an attorney in the Appellate Section of the Environment and Natural Resources Division, United States Department of Justice. Before that, he was an attorney in the Environmental Defense Section of the Environment and Natural Resources Division. In his work at the Department of Justice, Judge Spritzer represented the government in cases arising under the nation's major environmental statutes, including the National Environmental Policy Act; the Comprehensive Environmental Response, Compensation, and Liability Act (the Superfund statute); the Clean Water Act; the Clean Air Act; the Safe Drinking Water Act; the Endangered Species Act; and the Nuclear Waste Policy Act.

Among other things, he defended federal regulations and orders that protect the nation's wetlands, limit the permissible level of lead in drinking water, and govern the management of radioactive waste stored at atomic energy defense facilities. Following law school, where he served as an associate editor of the University of Pennsylvania Law Review, he clerked for United States District Judge Herbert F. Murray of the District of Maryland.
