STATUS OF RECOMMENDATIONS: OFFICE OF THE INSPECTOR GENERALS AUDIT OF THE U.S. NUCLEAR REGULATORY COMMISSIONS NUCLEAR POWER REACTOR INSPECTION ISSUE SCREENING (OIG-21-A-07)

REFERENCE:

DIRECTOR FOR THE OFFICE OF NUCLEAR REACTOR REGULATION, MEMORANDUM DATED APRIL 28, 2022 Attached is the Office of the Inspector Generals (OIG) analysis and status of recommendations as discussed in the agencys response dated April 28, 2022. Based on this response, recommendation three is closed. Recommendation two was previously closed.

Recommendations one and four remain open and resolved. Please provide a status update for the open and resolved recommendations by November 30, 2022.

Audit Report Audit of the NRC's Nuclear Power Reactor Inspection Issue Screening OIG-21-A-07 Status of Recommendations Recommendation 1: Clarify guidance for inputting inspection results into the RPS that involves TE actions, such as escalated enforcement action, notices of violation, and licensee identified violations, etc.

Agency Response Dated April 28, 2022: As stated in the original response to the audit, the staff agreed with recommendation and will enhance guidance in Inspection Manual Chapter (IMC) 0306, Planning, Scheduling, Tracking and Reporting of the Reactor Oversight Process (ML20302A345).

The enhancement will consist of a new appendix, informed by inputs from the Regions, that more clearly illustrates the sequence and management of inputs for the Reactor Program System (RPS).

To ensure the accuracy of the appendix, the staff waited until the RPS quality assurance updates (stemming from Recommendation

3) were completed before drafting the guidance.

The staff will complete this action by September 30, 2022.

OIG Analysis: The proposed actions meet the intent of this recommendation. The OIG will close this recommendation upon reviewing the updated IMC 0306, Planning Scheduling, Tracking, and Reporting of the Reactor Oversight Process, to ensure that the new appendix clearly illustrates the inputs for traditional enforcement actions into the RPS. Therefore, this recommendation remains open and resolved.

Audit Report Audit of the NRC's Nuclear Power Reactor Inspection Issue Screening OIG-21-A-07 Status of Recommendations Recommendation 3: Improve quality assurance processes implemented in 2021 to identify and fix RPS data entry reporting errors.

Agency Response Dated April 28, 2022: As stated in the original response, the staff agreed with the recommendation and began enhancing the RPS by implementing strategic automatic data entry systems (primarily for date tracking fields) as well as instituting additional validation checks to ensure specific RPS entries properly adhere to guidance. The validation checks primarily consisted of eliminating non-applicable options for inspection results, which also streamlined the data entry process.

The staff completed this action April 1, 2022.

OIG Analysis: The proposed actions meet the intent of this recommendation. The OIG observed a demonstration of the RPS updates and verified that the automated data entry logic enhancements reduce data entry reporting errors and provide additional validation checks. This recommendation is now closed.

Audit Report Audit of the NRC's Nuclear Power Reactor Inspection Issue Screening OIG-21-A-07 Status of Recommendations Recommendation 4: Conduct periodic training regarding RPS data input.

Agency Response Dated April 28, 2022: As stated in the original response, the staff agreed with the recommendation and has captured the periodic training requirement as a responsibility for DRO in IMC 0306, Planning Scheduling, Tracking, and Reporting of the Reactor Oversight Process (ROP). The staff continually conducts targeted training on the use of RPS on an as needed basis via one-on-one training sessions or training sessions with staff during counterpart meetings. The staffs actions for this recommendation will be considered complete following any necessary training sessions for staff following the issuance of improved guidance in the IMC 0306 appendix (Recommendation 1) and implementation of the additional application controls enhancement (Recommendation 3).

The staff will complete this action by September 30, 2022.

OIG Analysis: The proposed actions meet the intent of this recommendation. The OIG will close this recommendation after reviewing the implemented training materials regarding RPS data entry. This recommendation remains open and resolved.
