General Comment During the continuing decommissioning of the Pilgrim Nuclear Plant in Plymouth, Massachusetts, Holtec, the current licensee, plans to release 1,000,000 gallons of radioactive effluent into Cape Cod Bay. In doing so, it will affect the aquaculture, including lobstering and fishing. It will affect the livelihoods and history of Plymouth, Massachusetts. It will effect tourism and public health.

The new rule does nothing to 1. Limit the discharge 2. Reduce the amount of the dose of radiation to the public. 3. Hold the licensee accountable for the amount of radiation in the effluent. 4. The rule lets a for profit company regulate self.

The NRC relies on licensees to comply with rules, but does not validate the results itself. Holtec has been exempted from a number of offsite emergency rules, leaving the public vulnerable to cybersecurity and other attacks.
