UNIVERSITY OF CALIFORNIADAVIS/MCCLELLAN NUCLEAR RESEARCH CENTER, CLOSURE OF CONFIRMATORY ACTION LETTER NO. NRR-02-002 ON THE SITE-SPECIFIC COMPENSATORY MEASURES IMPLEMENTATION PLAN
Dear Dr. Mohapatra:
The purpose of this letter is to inform you that the U.S. Nuclear Regulatory Commission (NRC) has closed confirmatory action letter (CAL) No. NRR-02-002. The NRC issued CAL No. NRR-02-002 on October 28, 2002 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML022810618). This CAL formalized commitments to implement site-specific compensatory measures related to security and safeguards.
By letter dated January 11, 2022 (ML22014A127cover letter only), the NRC received a revised physical security plan (PSP) for the University of CaliforniaDavis/McClellan Nuclear Research Center (UCD/MNRC) research reactor, in support of the license renewal for Facility Operating License No. R-130. In response to this letter, the NRC staff reviewed the UCD/MNRC PSP and found it to be in compliance with the applicable regulations contained in Title 10 of the Code of Federal Regulations (10 CFR) Part 73, Physical Protection of Plants and Materials, as stated in an NRC letter dated May 3, 2022 (ML22109A104). In addition, the NRC staff found that the site-specific compensatory measures committed to in CAL No. NRR-02-002 were incorporated into the UCD/MNRC PSP. Therefore, the NRC considers CAL No. NRR-02-002 closed.
Under 10 CFR 2.390, Public inspections, exemptions, requests for withholding, the NRC will make a copy of this letter available electronically for public inspection in the NRC Public Document Room located at the NRC Headquarters in Rockville, Maryland. The public can also access this letter in the NRCs document system, ADAMS, on the NRCs website at https://www.nrc.gov/reading-rm/adams.html.
