Point Beach 2019 Initial License Exam Outline Review Comments Simulator Scenario Outline Comments General Comments o NRC: There is no start-up/low power scenario (defined as criticality to 5% power).
A low power scenario should be included in the scenario set, which includes the Spare, but is not mandatory per ES-301, Section D.5.c, Page 15. All three scenarios initiate at 60% RTP or higher (Note: The Spare scenario was not provided with the outline submittal).
Facility: The 2015 exam had a low power scenario (<15%) where the crew synchronized the turbine to the grid and continued to raise power. The spare scenario for the 2019 NRC exam spare scenario initiates at 25%. The 2019 Audit has a startup scenario where the crew will raise power to the point of adding heat.
To preclude overlap with the 2019 Audit Exam, a low-power scenario will not be used on this exam. - CE o NRC: In Scenario 1, Event 8, Train A ESF Sequencer fails to actuate, this is listed as a component failure for the RO (ATC) operator to respond to. During the 2015 exam, this event was assigned for the BOP. As this is considered a repeat event, how will this event be different than the 2015 event?
Facility: This is an oversight. The appropriate ES-301-5 and D-1 forms are updated.
The Scenario 1, Event 8 was changed to an action for the BOP. - CE o NRC: Scenario 3, Event 7, does not credit both the ATC and the BOP for their response. Specifically, it appears that the BOP will have to initiate emergency boration during the event.
Facility: In 2017 this was credited to just the ATC, due to the delay imposed in the scenario, where 2 minutes after the communication reached the Auxiliary Operator, the reactor trip breakers could be opened locally. Given this delay, the BOP was not credited with the emergency boration because it could not be guaranteed that the BOP would take the actions and not the ATC. Based on procedure sequencing, the 2019 scenario will be updated with a contingency that based the Auxiliary Operator being directed to the appropriate location, AND emergency boration started by the BOP, the reactor trip breakers will be locally opened. Appropriate ES-305-1 and D-1 forms are updated.
Forms updated to reflect verifiable actions for both the ATC & BOP. - CE o NRC: Form ES-301-5, Transient and Event Checklist, for Team 1 and Team 2 should include component malfunctions for Events 7 and 8 for the SRO-U candidate for Scenario 1 and the SRO-I candidate for Scenarios 2 and 3. Team 3 SRO-U candidate should include component malfunctions for Events 7 and 8 in Scenarios 1 and 2.
Facility: Appropriate ES-305-1 forms are updated. Verified. - CE 1
Point Beach 2019 Initial License Exam Outline Review Comments Technical Specification Event Concerns:
o NRC: The SRO Technical Specification call is identical for Scenario 1, Event 3 and Scenario 2, Event 1. Both require entry into TS 3.3.1, Conditions A & S.
Facility: Changed scenario 2 event 1 to 1W-1B1, Containment Accident Fan high vibration (new) which will require a Technical Specification call of 3.6.6, Condition C. A similar Technical Specification is not on the operational exam. Appropriate D-1 form is updated.
Scenario 2 ES D-1 updated. - CE JPM Outline Comments General Comments o NRC: RO Admin JPM Radiation Control incorrectly lists K/A as 2.1.12. K/A should be listed as 2.3.12.
Facility: Typo, appropriate ES-301-1 form is updated. Verified. - CE o NRC: SRO Admin JPM Emergency Plan was on both of the previous two exams.
JPMs that appeared on previous two exams are required to be randomly chosen (ES-301-1). What was the random process that chose this JPM on both the 2017 and 2019 exams?
Facility: JPMs from previous exam were assigned a number and a random number generator was used. JPM will be changed out for Formulate Protective Action Recommendation - G2.4.44. Appropriate ES-301-1 form is updated.
Modifications acceptable and verified. - CE o NRC: Control room simulator JPM c is listed as tied to K/A 005A4.01, Ability to manually operate and/or monitor in the control room: controls and indications for RHR pumps. The JPM is associated with performing a stroke open test for MOV 1SI-852A. Explain how this JPM is a K/A match.
Facility: This JPM would also match 005A1.07 Ability to predict and/or monitor changes in parameters (to prevent exceeding design limits) associated with operating the RHRS controls including: Determination of test acceptability by comparison of recorded valve response times with Tech-Spec requirements. Appropriate ES-301-2 forms are updated. Verified. - CE An error was found on Form ES-301-1, RO Admin Topics Outline: RO Admin JPM 1, Respond to Quadrant Power Tilt in Excess of Technical Specifications was originally reported as a Classroom JPMs, and should be a Simulator JPM. Verified. - CE 2
Point Beach 2019 Initial License Exam Outline Review Comments Written Exam Outline/Audit Exam Outline o NRC: Potential overlap between SRO Admin JPM Radiation Control and written exam SRO question #97. These two examples share K/A 2.3.13.
Facility: The JPM is Remove an RMS Channel From Service, with the Task Standard being Remove RE-230, Waste Water Effluent Liquid/Background Monitor from service per PBF-2068g, RE-230/230B. The focus of SRO question 97 is directions from the Core Load Supervisor during a lowering of the Refueling Cavity water level while refueling.
After discussion with the Chief Examiner, the K/A for SRO Question 97 was re-selected to 2.3.12, which does not appear on the written or operational exam.
Random selection replaced K/A on ES-401-3. - CE o NRC: No Audit Exam Outline included with submittal. Examiner not able to verify that no overlap exists with NRC Exam. Please inform the NRC when the Audit Exam becomes available.
Facility: The Audit Operational Outline is still being finalized, when complete it will be provided to the Chief Examiner.
Will validate no overlap when Audit Outlines available. - CE 3
