May 4, 2022 Andrea Ferkile, Director for the Office of Nonproliferation Office of Nonproliferation and Arms Control National Nuclear Security Administration U.S. Department of Energy 1000 Independence Avenue, S.W.
Washington, D.C. 20585
Dear Dir.,
Ferkile:
Enclosed is export application XCOM1350, dated April 14, 2022, received by the U.S. Nuclear Regulatory Commission (NRC) from the Eaton Corporation. The Eaton Corporation requests approval to export metal seal assemblies to Argentina via the intermediate consignee, Candu Energy, in Canada. Candu Energy incorporate these seal assemblies into fueling machine ram assemblies which will be sold and exported to the ultimate end user, Nucleoelectrica Argentina S.A., in Argentina for use in the Candu Reactor.
As previously determined by the Executive Branch, the generic assurances provided to the U.S.
by the Government of Canada in 1990 remain valid for exports of nuclear components to Argentina via Canada for use in the Candu Reactor (Enclosure 2). With this understanding, the NRC staff has completed its review and concluded that the proposed export is not inimical to the common defense and security. The NRC intends to issue this license after the 30-day review period on the basis of these generic assurances.
Please note that the dollar amount on the application is proprietary information. The NRC will not include this information in the public records and requests that the Executive Branch agencies protect it as well. If you have any questions or need additional information, please contact the licensing officer, Janelle Jessie at Janelle.Jessie@nrc.gov and cc the licensing assistant, Joanne Savoy at Joanne.Savoy@nrc.gov.
Sincerely, 5/4/2022 X
