any "safety zone" requirements, as well as the effectively trained responses by regional public safety to the site over the next 13 years. Third , it is the City's understanding that the 35MW demand test reactor will not produce electricity. However, it is important that the City understand the electric power and other infrastructure requirements needed for the project's construction and operation such as redundancy needs.

Finally , it is the City's understanding that the Construction Permit, if issued, is the first step in the NRC process, to be followed by a second Operations Permit application process . We urge regular and effective communication with local officials that would complete the process in a timely manner, including planning for the NRC's in person meeting in Oak Ridge under consideration for later this year.

Thank you in advance for your consideration of these comments. I am available at (865) 425-3550 should you have any questions or need clarification.

Sincerely yours, ak
