SUBJECT:
ISSUANCE OF LICENSE WITHOUT WAITING FOR EXPIRATION OF 30 DAYS PUBLIC NOTICE FOR EXPORT LICENSE XR172/06 On April 25, 2022, U.S. Nuclear Regulatory Commission (NRC) received an application from Curtiss-Wright Electro-Mechanical Corporation (C-WE-MC) to export and oversee exports by parties of various NRC-controlled primary reactor coolant pump-related commodities used to manufacture complete primary coolant pumps system, related equipment, and spare parts for installation at the Sanmen and Haiyang Nuclear Power Plants, and the AP1000 testing facility at Shenyang, China. Previously C-WE-MC was issued NRC export license XR172/05 on April 8, 2022.
The cover letter to this amendment application (ML22116A027) included a request to expedite the review in order for C-WE-MC to meet its scheduled shipping date.
NRCs license application review procedure normally allows for 30 days to lapse after the 10 CFR Section 110.70 notice is posted at the NRC Website. The Commission encourages written comments per 10 CFR Section 110.81 from the public regarding export and import license applications, and will consider, if appropriate, to respond to these comments. As specified in 10 CFR Section 110.82, NRC will consider an intervention petition or hearing request as timely if it is filed less than 30 days from the date an application is made available to the public.
The NRC staff has completed its review and concluded that issuing the export license (XR172/06) to C-WE-MC is not inimical to the common defense and security. Should we receive any public feedback, it will be considered, as appropriate. We have informed the licensee of this possibility.
