U.S. Nuclear Regulatory Commission Public Meeting Summary April 26, 2022

Title:

COVID-19 Public Health Emergency Lessons Learned and Best Practices External Stakeholder Outreach for Input Meeting Identifier: 20220281 Date of Meeting: April 6, 2022 Location: Webinar Type of Meeting: Information Gathering Meeting Purpose of the Meeting(s): The purpose of this meeting is to hear information and receive perspectives from industry and external stakeholders related to the development of the recommendations and conclusions for the NRCs COVID-19 Lessons Learned Working Group.

The team is seeking additional input and comments in areas related to hybrid inspection, information technology, and long-term monitoring of impacts from activities during the public health emergency.

General Details: The meeting was attended by approximately 60 NRC personnel and external stakeholders. Representatives from the Nuclear Energy Institute, Entergy, NextEra, Sothern Company, and Duke Energy were among the participants that identified themselves and provided comments. The meeting started at 2:00pm EST and completed at 4:00pm EST, as scheduled. The meeting was held over the Microsoft Teams application in order to maximize potential participation by interested stakeholders.

Summary of Presentations: No formal presentations were included in this meeting.

Discussion topics/questions (ML22080A084) that were included in the meeting notice were individually opened for comment. Any participant that decided to provide comment for each question was given time to discuss their comment. Follow-up questions were presented to the participants who were then invited to provide additional comments if desired.

Public Participation Themes: The working group received comments relative to an efficient and effective hybrid inspection. The industry comments emphasized that communications with licensees to clearly plan and schedule inspection activities was essential to efficient and effective hybrid inspection planning. The industry comments acknowledged that some activities that can be performed remotely are more effective in person and that inspection planning should be flexible enough to allow for changes. Additionally, the industry comments stated that inspection discipline should be maintained to the preestablished inspection schedule to avoid unnecessary impacts on licensee resources.

The working group received comments relative to NRC access to licensee information resources. The industry stated that individual site-by-site solutions for information sharing with NRC inspectors was preferred over a standardized methodology. The industry encouraged the NRC to identify potential improvements or requested features for development into existing information sharing methods to further improve inspection efficiency and effectiveness.

The working group received comments relative to monitoring of the long-term impact of the public health emergency. The industry comments stated that existing licensee and NRC programs were sufficient to monitor for trends in performance attributable to the public health emergency and that additional programs or processes were not necessary to monitor for latent performance issues.

The NRC working group will compile these and other received comments for consideration for future recommendations as part of the COVID-19 Lessons Learned Working Group.

Action Items/Next Steps: No action items were identified. Another public outreach meeting will be scheduled in approximately two months in accordance with the lessons learned working group charter.
