SUBJECT:
INPUT FOR ACRS REVIEW OF OPERATING LICENSE - SAFETY EVALUATION FOR CHAPTER 5, COOLING SYSTEMS In response to the Subcommittees request, I have reviewed the NRC staffs safety evaluation report (SER) with no open items for Chapter 5, Cooling Systems. The following is my recommended course of action concerning further review of this chapter and the staffs associated SER.

Background===
Chapter 5 of the SER documents the staffs safety review of the SHINE operating license application in accordance with the requirements contained in Title 10 of the Code of Federal Regulations (10 CFR) Part 50, Domestic Licensing of Production and Utilization Facilities.
Any Additional Background Information The SHINE facility has several cooling systems that work together to dissipate heat from the Irradiation Units to the atmosphere under normal and accident conditions while providing multiple barriers to the release of radioactive material. Systems included are:
Primary Closed Loop Cooling Radioisotope Process Facility Cooling Process Chilled Water Primary Coolant Cleanup Primary Coolant Makeup Water N16 Control Radioisotope Production Facility Cooling SER Summary The SER documents the staffs evaluation of the applicants design for compliance with applicable regulations and standards. Performance claims by the applicant were verified by staffs confirmatory calculations. Staff has set appropriate technical specification limits on operations that will ensure assumptions in the accident analysis are met. The staffs SER is thorough and comprehensive.
Concerns I did not identify any concerns with the applicants design or staffs safety review of the cooling systems in the facility.
Recommendation(s)
As lead reviewer for SHINE Chapter 5, I recommend that no additional input from the staff or applicant is needed to complete the ACRS review of the operating license application or SER.
