For your review and approval, I am proposing a response to Toms email below.
The response primarily addresses his comment As designed, also as I understand it, the ARP process does not allow for RAIs.
The USNRC staff would like to thank you for your interest and participation in the digital instrumentation and control (DI&C) workshop. With reference to your comment on the role of requests for additional information (RAIs) in the alternate review process (ARP), please note that based on the review the docketed information for licensing action, the NRC staff request RAIs when necessary to make a safety determination regarding the DI&C modification.
The staff value your participation and feedback that will assist us in improving our regulatory infrastructure and licensing reviews of upcoming DI&C modification applications.

My inclination is to go with a no response is needed to closeout this action. There are no allegations made in his email and any responses to his questions would potentially be subjective. Im always willing to stand corrected. BP, please let me know if you plan to respond or not. Id like to close this out asap so I dont accrue a backlog of these (like recently).
