Dear Mr. Camilli:

By letter dated April28,2021, the Electric Power Research Institute (EPRI) submitted Technical Report (TR)3002019621, Revision0, Susceptibility of Valve Applications to Failure of the Stem-to-Disk Connection, to the U.S. Nuclear Regulatory Commission (NRC) staff for review and approval (Agencywide Documents Access and Management System Package Accession No.ML21126A208).

A copy of the draft SE was sent to you on November 29, 2021 (ADAMS Accession No.ML21273A069). EPRI provided comments on December 23, 2021 (ADAMS Accession No.ML22012A095).

As a result of a change in process (i.e., issuance of LIC-500, Revision 9 (ADAMS Accession No.ML20247G279) and clarification that this TR was intended to be used in the near-term, the staff sent the draft SE to our Office of General Counsel (OGC) after we received EPRIs comments. Considering that changes to the SE were made as a result of OGCs comments, we are requesting a second proprietary review of the SE associated with TR3002019621, Revision0, Susceptibility of Valve Applications to Failure of the Stem-to-Disk Connection.

A copy of the SE has been placed in a box.com folder. You have been given access to the folder. The SE is being provided for a proprietary information review only. If EPRI provides comments on other areas, the NRC staff will exercise its discretion on whether to address those comments.

Pursuant to Section 2.390 of Title 10 of the Code of Federal Regulations (10 CFR), we do not believe that the SE contains proprietary information. If you believe that any information in the draft SE is proprietary, please identify such information line-by-line and define the basis pursuant to the criteria of 10 CFR 2.390. Use double brackets and yellow highlight to identify any ((proprietary information)). After 10 working days, the draft SE will be made publicly available, if appropriate. Your response must be via a letter from an authorized individual.

Note that at this stage of the process, the NRC staff has completed its review of the submitted information and will not entertain technical arguments. The staff conclusions and conditions will not change unless new information is provided that was not available during our review. If EPRI would like to discuss the draft SE in detail, we can do that in a noticed meeting that can be closed if proprietary information will be discussed.

Both this email (ADAMS Accession No. ML22097A193) and the draft SE have been placed in ADAMS and made Official Agency Records. The draft SE is declared as nonpublic until

it is confirmed that the SE does not contain proprietary information. This email is declared public.
