SUMMARY
OF THE MARCH 29, 2022, PUBLIC MEETING TO DISCUSS THE SECOND SET OF WESTINGHOUSE EVINCI WHITE PAPERS (EPID L-2021-LRM-0076)
On March 29, 2022, an observation public meeting was held to provide an initial high-level overview of six white papers related to the Westinghouse Electric Company (Westinghouse) eVinci reactor design to the U.S. Nuclear Regulatory Commission (NRC) staff. This is the second set of white papers submitted to the NRC staff. The first set was submitted on December 9, 2021, and the NRC staff feedback was issued on March 25, 2022. Those documents are available at Agencywide Documents Access and Management System (ADAMS) Accession Nos. ML21344A063 and ML22059A483, respectively. Westinghouse submitted the six white papers on March 31, 2022, and they are available in ADAMS at Accession No. ML22090A126.
The public meeting notice and agenda, dated March 7, 2022, are available in ADAMS at Accession No. ML22067A101. Westinghouses presentation slides, dated March 29, 2022, are available in ADAMS at Accession No. ML22083A173. Enclosure 1 provides the list of meeting attendees.
Meeting Summary After introductions, Westinghouse provided a presentation that discussed a high-level overview of the six white papers and specific questions for each white paper that they would like the NRC staff to answer. During the presentation, the NRC staff had several questions. On slide 5, regarding the Regulatory Analysis white paper, the NRC staff asked for more details on the feedback requested for exemptions. The NRC staff stated that it will be difficult to provide useful feedback without having specific detailed eVinci design information, so only high-level preliminary feedback can be provided. Westinghouse responded that they would like the NRC staff to provide feedback on any subject that is new or that the NRC staff foresees that an exemption cant be provided.
For slide 6, regarding the Deployment Model white paper, the NRC staff asked if Westinghouse will be engaging other relevant governmental organizations for their applications. Westinghouse April 22, 2022 Signed by Orenak, Michael on 04/22/22
W. Kennedy responded that they are aware of the other governmental organizations that they must coordinate with, but the white paper will focus on the NRCs areas of responsibility.
For slide 8, regarding the Test and Analysis Process for Design and Development white paper, the NRC staff asked, and Westinghouse confirmed, that the white papers subject will be under the framework of the Licensing Modernization Project (LMP), meaning Westinghouse will use the information contained in NEI 18-04, NEI 18-04 Rev 1 Risk-Informed Performance-Based Technology Guidance for Non-Light Water Reactors (ADAMS Accession No. ML19241A336).
For slide 9, regarding the Functional Containment and Mechanistic Source Term white paper, the NRC staff asked if Westinghouse plans on addressing radionuclide sources just from the reactor, or all sources on the site. Westinghouse responded that they are considering all activated products in the reactor. The NRC staff also asked if the mechanistic source term will only be developed for accidents and only for the LMP process, or would it be used for other purposes. Westinghouse responded that the mechanistic source term will be only for accidents but stated that it will be general enough to be modified for other plant states.
For slide 10, regarding the Composite Material Qualification and Testing white paper, the NRC staff commented that the NRC staff has not reviewed or approved of the ceramic matrix composite (CMC) portion of the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel (BPV) Code, therefore, feedback may be limited. The NRC staff then stated that the ASME has initiated a task group to evaluate ASME, BPV Code rules for CMC qualification and design and inquired how Westinghouse is interacting with the group.
Westinghouse responded that they are aware of the task group, and that Westinghouse is also working with a CMC expert from the U.S. Department of Energys National Labs.
