FPL, licensee for Turkey Point Nuclear Plant (PTN) Units 3 and 4, has submitted an Improved Technical Specifications (ITS) conversion License Amendment Request (LAR) for the Facility Operating Licenses for PTN Units 3 and 4 (References 1 and 2). On November 17, 2021, the NRC held a public meeting (Reference
- 3) with FPL to discuss review topics of interest (Reference 4) for the ITS conversion LAR submittals. Based
Turkey Point Nuclear Plant, Units 3 and 4 Dockets 50-250 and 50-251 L-2022-040 Page 2 of 3 on this meeting, the NRC subsequently issued to FPL its RSI for the PTN ITS conversion LAR (Reference 5). FPL responded to the RSI on January 19, 2022 (Reference 6).
This submittal incorporates the changes as identified in Reference 6 and other enhancements. Enhancements include self-identified editorial and typographical corrections and as identified by the NRC in Reference 5.
Enhancements also include changes as a result of applying single failure criteria to Limiting Conditions for Operation and reformatting the electrical system Specifications consistent with precedent set by previous ITS conversion submittals where multiple units utilize a shared electrical system. These enhancements support the goal of conforming, to the extent practical, to Revision 5 of NUREG-1431.
There are six enclosures to this letter. Enclosures 2 and 3 contain content changes. There were no changes to Enclosures 1, 4, 5, and 6. Due to the number of revisions made to Enclosure 2 of the initial ITS submittal, Revision 1 of Enclosure 2 provided herein supersedes and replaces Revision 0 of Enclosure 2 with no revision bars denoting the changes. Enclosure 3 revisions are denoted by revision bars. Enclosures 1, 4, 5, and 6 are included in Revision 1 for completeness.
In addition to the enclosures, the letter contains two attachments. Attachment 1 provides information regarding the PTN shared systems, to assist the NRC in their review, and provides a summary of the non-editorial revisions in Table 1 of Attachment 1. Attachment 2 provides the changes to the FPL responses to the NRC RSis submitted in Reference 6 as a result of the changes in this LAR Revision 1.
For ease of reference, the index of enclosed Revision 1 information is provided on page 3 of this letter.
Based on the information provided in Enclosure 2, FPL determined that the proposed license amendment does not involve a significant hazards consideration pursuant to 10 CFR 50.92(c) and that the changes are exempt from environmental review pursuant to the provisions of 10 CFR 51.22(c)(9). Further, the PTN Plant Onsite Review Group reviewed this LAR and determined that operation of PTN in accordance with the proposed changes will not endanger the health and safety of the public.
