LESSONS LEARNED REPORT FOR THE REVIEW OF NUSCALE POWER, LLC, DESIGN CERTIFICATION APPLICATION The purpose of this memorandum is to provide you with the lessons learned report for the U.S.
Nuclear Regulatory Commission (NRC) staffs review of NuScale Power, LLC (NuScale) design certification application (DCA) 1.
In November 2020, the Office of Nuclear Reactor Regulation (NRR) management established the NuScale Lessons Learned Team (LL Team) to identify best review practices that the applicant and the NRC staff employed during the review of NuScale DCA, identify areas for improvement, and to recommend actions to enhance NRCs future new reactor licensing reviews. The following NRR subject matter experts and project managers led the LL Teams efforts: Thomas Scarbrough, Luis Betancourt, Yuken Wong, Ryan Nolan, Getachew Tesfaye, Bruce Bavol, Shanlai Lu, and Omid Tabatabai (Team Leader).
The LL Team conducted its assessment of the NRC staffs review of NuScale DCA in accordance with the NRC Principles of Good Regulations: Independence, Clarity, Openness, Reliability, and Efficiency. The LL Team concluded that while the staff successfully completed its review within the established 42-month schedule, there are opportunities for the NRC staff, as well as applicants, to improve the efficiency, clarity, and reliability of the NRCs licensing reviews.
The LL Teams report also responds to the recommendations contained in two separate lessons learned reports submitted to the NRC in February 2021, and June 2021 by NuScale and the Nuclear Energy Institute, respectively.
