LTR-22-0048 INGRID SANBORN, RESPONSE TO LETTER RE: REQUEST TO TAKE IMMEDIATE ACTION TO COMPEL NEXTERA TO DEVELOP PLAN FOR CORRECTIVE ACTIONS TO KEEP SEABROOK STATION SAFE

Dear Mr. and Mrs. Sanborn:

On behalf of the U.S. Nuclear Regulatory Commission (NRC), I am responding to your letter to Chairman Hanson regarding corrective actions at Seabrook Station, Unit No. 1 (Seabrook).

Specifically, in your letter, you wrote that the NRC should take action to compel NextEra Energy Seabrook, LLC (the licensee) to develop plans for corrective actions to keep Seabrook safe for residents living near the plant.

The Reactor Oversight Process (ROP) is the NRCs program to inspect, measure, and assess the safety and security performance of operating commercial nuclear power plants, and to respond to any decline in their performance. The ROP is anchored in the NRCs mission to ensure public health and safety in the operation of commercial power plants. The NRC recently completed its end-of-cycle performance assessment of Seabrook, reviewing performance indicators, inspection results, and enforcement actions from January 1, 2021, through December 31, 2021. The NRC concluded that overall performance at Seabrook preserved public health and safety. The NRC determined during the most recent quarter that all inspection findings had very low safety significance, and all performance indicators were within the expected range. Seabrook, like all operating commercial nuclear power plants, has a corrective action program in place, and the NRC inspectors regularly review corrective actions developed by the licensee as a result of an NRC inspection or a licensee-identified issue. With respect to alkali-silica reaction at Seabrook, the NRC inspectors have been, and continue to, inspect the licensees implementation and oversight of its approved structural monitoring

Mr. and Mrs. Sanborn program to ensure issues are identified, managed, and corrected in a timely manner that supports continued safe operation of the plant.
