Dear Mr. Chairman:

June 17, 2022 On behalf of the U.S. Nuclear Regulatory Commission (NRC), I am transmitting the calendar year 2021 "Report to Congress on the Security Programs for Operating Commercial Nuclear Power Plants and Category I Fuel Cycle Facilities: Results and Status Update."

Section 170D.e of the Atomic Energy Act of 1954, as amended, requires the NRC to submit a report to Congress, in both classified (if needed) and unclassified form, that describes the results of each security response evaluation conducted at NRG-licensed facilities and related corrective actions taken by a licensee during the previous year. For calendar year 2021, there were no items to report that required classified or safeguards markings.

During calendar year 2021, the NRC conducted 176 security inspections at operating commercial nuclear power plants and Category I (CAT I) fuel cycle facilities with a combined total of 66 inspection findings (64 of which were of very low security significance). These inspections included 18 full triennial force-on-force (FOF) inspections at nuclear power plants, and one triennial FOF inspection conducted at a CAT I fuel cycle facility in 2021. Enclosure 1 discusses security program activities and the publicly available results of security inspections conducted by the NRC at nuclear power plants and CAT I fuel cycle facilities. Enclosure 2 discusses the nonpublic results of the security inspections conducted at nuclear power plants and CAT I fuel cycle facilities. Whenever a finding is identified during a security inspection, the NRC ensures that the licensee implements adequate compensatory measures until the problem is corrected. to this letter will be publicly available. Enclosure 2 contains Security-Related Information in accordance with Title 10 of the Code of Federal Regulations (10 CFR)

Section 2.390, "Public inspections, exemptions, requests for withholding," and its disclosure to unauthorized individuals could present a security vulnerability. Therefore, the material within will not be made available to the public. I respectfully request that access to be restricted to those who have a need-to-know and the document be handled and stored to prevent access to those without a need-to-know.
