Dear Mr. Peconom:

Thank you for your January 28, 2022, call with Lance Rakovan, as well as previous interactions with NRC staff, involving Federal Energy Regulatory Commissions (FERC) request that NRC participate as a cooperating agency for the Three Rivers Interconnect Project, Alliance Pipeline, LLC., Grundy County, Illinois Project. I understand that FERC, as the lead Federal Agency, is developing an Environmental Impact Statement (EIS) for this project, which involves the installation of an approximately 2.9 miles of 20-inch natural gas transmission pipeline and associated facilities in Grundy County, Illinois. The Project would connect Alliances existing interstate natural gas transmission system with the CPV Three Rivers Energy Center (currently under construction), and would be capable of transmitting up to 210 million cubic feet of natural gas per day.

Based on your request, the NRC accepts FERCs offer to serve as a cooperating agency for the proposed Three Rivers Interconnect Project. Contingent upon agency resources, the NRC agrees to provide preliminary agency feedback on areas in which we have expertise.

We will provide meaningful and early input, participate in coordination meetings, and conduct timely review of documents provided for our agencys input during the environmental review process. FERC should ensure that information relevant for providing comments will be provided to the NRC promptly, allowing sufficient time for review.

Additionally, the information provided should be with levels of detail necessary for meaningful feedback.
