SUMMARY
OF FEBRUARY 22, 2022, MEETING WITH THE NATIONAL ORGANIZATION OF TEST, RESEARCH, AND TRAINING REACTORS On February 22, 2022, an observation public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of the National Organization of Test, Research, and Training Reactors (TRTR) via teleconference. The purpose of this meeting was to discuss rulemaking, licensing, oversight, and upcoming meetings related to the TRTR community. The meeting notice and agenda, dated February 9, 2022, are available in the Agencywide Documents Access and Management System at Accession No. ML22040A346.
A list of attendees is provided in Enclosure 2. The following is a description of the topics covered by the NRC staff and the TRTR community.
The NRC staff discussed the progress of the revision of NUREG-1478, "Non-Power Reactor Operator Licensing Examiner Standards." The NRC staff informed the TRTR that the draft revision of the NUREG-1478 is under concurrence review and will be available for public comments.
The NRC staff discussed the completion of activities to support the use of an electronic examination tool for conducting written operator examinations. Additionally, the NRC staff informed the community that the tool will shadow the written examination at Reed in March 2022. The NRC staff stated they are interested in further engagement with the community to obtain feedback from the TRTR on the challenges/concerns with conducting the examinations electronically and is seeking potential volunteers to pilot an electronic written examination.
The NRC staff discussed they are addressing a Retrospective Review of Administrative Requirements (RROAR) comment regarding guidance for medical evaluations. The NRC staff will coordinate with the TRTR to establish criteria using risk-insights for medical evaluations. A draft White Paper on risk insights to medical evaluations is under review by the NRC operator examiner staff and upon completion will be shared with the TRTR community. The NRC staff plans to incorporate outcomes from the next working group meeting into the White Paper.
The NRC staff discussed the efforts regarding the licensed operator application forms 396, Certification of Medical Examination by Facility Licensee, and 398, Personal Qualification Statement - License. The staff is obtaining feedback on the proposed revision to the forms to support the Office of Management and Budget (OMB) clearance process to assess the burden.
The NRC is contacting a sampling of the RTR community for feedback.
A security specialist from the Office of Nuclear Reactor Regulation briefed the TRTR community on the Enhanced Weapons, Firearms Background Checks, and the Security Event Notifications Rule and informed the community that the Commission has issued a staff requirements March 21, 2022 memorandum (SRM) to the NRC staff regarding the rules issuance, which includes a few changes in the rule language. In response to a comment from the community, the NRC is considering opportunities for engagement with the community on implementation of the rule.
The NRC staff are working to implement the SRM and will send the rule package to the OMB before publication in Federal Register.
An access authorization specialist from the Office of Nuclear Security and Incident Response briefed the TRTR Community on NRC Criminal History Checks Fee increases to applicants and licensees.
A senior enforcement specialist, in the Office of Enforcement, discussed Civil Penalty Adjustments with the TRTR community.
Meetings relevant to the interests of the TRTR community:
October 11-14, 2022, TRTR Annual Conference, will be hosted by the Pennsylvania State University at Toftrees Resort, State College, PA. Potential topics for NRC day were requested, and feedback on NRC day at the 2021 conference was sought.
