I am requesting the original certificate of compliance document(s); memorandas; e-mails; pertaining to the NRC issuing the initial certification decision for uranium enrichment plants in Paducah, KY and Piketon, OH (USEC). These original documents/certification were approved approximately around the dates of November 16th, 1996 - November 27th, 1996.

PART I.B -- INFORMATION NOT LOCATED OR WITHHELD FROM DISCLOSURE We did not locate any agency records responsive to your request.
