Basedontheanalyticalresultsofradiologicalsamplescollectedfromlocationsonandoffsiteduringthereporting period,VNCisincompliancewithlicensesissuedbytheU.S.NuclearRegulatoryCommissionandCalifornia DepartmentofHealth,RadiologicHealthBranch.

1.0INTRODUCTION
ThisreportsummarizesactivitiesperformedanddatacollectedfortheEffluentMonitoringandEnvironmental SurveillanceProgramsatVallecitosNuclearCenter(VNC).Section1.0presentsbackgroundinformation.Data collectedduringthereportingperiodispresentedinSection2.0through4.0.Thisreporthasbeenpreparedto demonstratecompliancewithstateandfederalrequirements.
TheVNCsiteisseveralhundredacresinsize.ItislocatedonthenorthernsideofVallecitosValleyasshownin Figure1,atopographicmapofVNCandthesurroundingarea.Mostofthesiteisundevelopedwithhillsrangingin elevationfromapproximately1,000to1,300feetabovemeansealevel.Approximately135acresinthesouthwest cornerandsituatedbetweenthe400and600foottopographiccontoursaredeveloped.Thegroundsurfaceof thisportionofthesiteslopestothesouthwest.
VNCutilizesthreedrainagesystems:industrial,sanitary,andstorm.Theindustrialandsanitarysystemsdischarge nonradeffluentintooneoffour50,000gallonretentionbasinslocatedinthesouthwestcornerofthesite(Figure 2).Thestormdrainagesystem,essentiallynaturalditches,dischargesstormwaterintoaditchparallelwith VallecitosRoad(StateRoute84).StormdrainsfromBuildings103,104,and106dischargetothewestdrainage ditch,whilesomestormdrainsintheBuilding102,105,200,and300areasdischargetotheeastdrainageditch.
AsshowninFigures2and3,theseditchesmergepriortoexitingthesouthwestcornerofthesite.
Groundwaterlevelsofthedevelopedsitevaryfrom2to3feetbelowgroundsurface(duringwinternear RetentionBasins2and3)to30to40feet(duringthesummernorthwestoftheroadleadingtothewatertank).A USGSgeologystudyshowsthatgroundwatergenerallyflowstowardthesouthwest.Thevelocityofgroundwater isestimatedbyUSGStobeabout0.01ft/dayinclaysto8ft/dayingravels.Inareaswheregravelswitha considerablemixtureofclay(mostofdevelopedsite)aresaturatedclosetothelandsurface,southwesterly movementoccursatanaveragerateofapproximately2ft/day1.
1.1 EffluentMonitoringProgram ThepurposeoftheEffluentMonitoringProgramistoensurethatVNCsitereleaselimitsforeffluentarenot exceeded.TheProgramincludesmeasuringradioactiveconstituentsinwaterdischargedthroughthesitesanitary andindustrialwastewatersystems.Measurementsaredeterminedbycollectingsamplesofeffluent.The scheduleofsamplecollectionispresentedinTable1.
TheUnitedStatesNuclearRegulatoryCommission(NRC)haveestablishedradiologicalreleaselimits.Theselimits arelistedin10CFR20,AppendixB.
EffluentCharacteristics EffluentdischargefromVNCismadeupofindustrialwastewaterandcleanwater.Dischargesofindustrial wastewaterconsistprimarilyofnoncontactcoolingwater.Thedischargesareeitherheldinoneofthreeavailable 50,000gallonretentionbasinsandorusedfornonpotablepurposes,suchaslandscapewatering.AfterJuly1st, 2003nodischargestosurfacewatershavebeenmadefromthesesources.Samplesarecollectedfromeachbasin priortodischargetoonsiteirrigation.Inaddition,samplesfromallbasindischargesareaccumulatedand analyzedatspecifiedintervalsforavarietyofconstituents.
Dischargesofcleanwaterconsistofstormwaterrunoffandsmallquantitiesofwaterknowntocontainno contaminants.ThesewatersflowdirectlytodrainageditchesthatenterVallecitosCreek.
SanitaryWasteHandling Sanitarywaste(sludge)iscollectedinanImhofftankbeforeundergoingsandfiltrationandchlorination(by additionofsodiumhypochloritesolution).Samplesofsanitarywaste(sludge)arecollectedbeforeeachImhoff Tankcleanout.TherewerenocleanoutsperformedontheImhofftankduring2020.Processedsanitary

wastewaterissprayedontoVNCpropertybyanirrigationsysteminadesignatedarea(Figure2).Theprocedureis monitoredsothatnosurfacerunoffoccurs.
GaseousEffluentMonitoring
Severaloperationsatthesiteutilizeexhauststacks.Airiscollectedfromsingleormultipleoperatingareasviaa ventilationsystem.Theventilationsystemisgenerallycomprisedofductwork,particulatefiltrationsystems, blowers,andanexhauststack.Thegaseouseffluentismonitored.Thespecificationsofeachstackarelistedin Table3.
Thevarioussiteoperatinglicenses(SNM960,R33,andState001701)andfederalregulationsrequirethatthe gaseouseffluentsreleasedtounrestrictedareasbelimitedandcontrolledtomaintaintheconcentrationsof radioactivematerialintheunrestrictedareaaslowasreasonablyachievablebutatleastnogreaterthanthe valuesinAppendixB,TableIIof10CFR20.
Themethodbywhichreleasesaredeterminedtobewithintheselimitsistoestablishaveragereleaselimitsand controlvaluesforeachstackandthenmeasuretheaveragereleasesthroughmonitoringand/orsamplingofthe effluents.Thecontrolvaluesare,ingeneral,establishedas10%ofthelicensereleaselimits.
Bothsamplingandmonitoringtechniquesareusedtodeterminegaseouseffluentreleases.Releaseresults reportedtoregulatoryagenciesforparticulatesandhalogensareobtainedfromsamplingsystems.Noblegas resultsareobtainedfromchartsorelectronicintegratorsonmonitoringequipment.
TheCOMPLYcomputercodeisruntodeterminethedoseatthesiteboundaryfromannualairborneeffluents.
Thisevaluationwasformerlyrequiredwhen40CFR61SubpartIappliedtoNRClicensees,whichincludedVNC.The regulationwasamendedtoexcludeNRClicensees.However,VNChascontinuedtoruntheCOMPLYcodeto demonstratecompliancewiththeconstraintruleperRegulatoryGuide4.20and10CFR20.1101dandwithannual publicdoselimitsper10CFR20.1301,DoseLimitsforIndividualMembersofthePublic.
1.2 EnvironmentalSurveillanceProgram ThepurposeoftheEnvironmentalSurveillanceProgramistodetermineifdischargesfromVNCaredetectablein theenvironment.TheProgramincludesmeasuringradioactiveconstituentsinneighboringstreams,wells,and soilsatlocationsnearorbeyondthesiteperimeter.Samplesofgroundwater,streambottomsediments,and vegetationarecollected.ThescheduleofsamplecollectionispresentedinTable1.
GroundwaterMonitoring GroundwaterismonitoredbycollectingandanalyzingsamplesfromeightwellslocatedonornearVNC.Samples areanalyzedforradiologicalcontaminants.Wellidentificationnumbers,correspondingCaliforniaStateWell Numbers,anddescriptionsoflocationsarelistedinTable2.
VegetationMonitoring VegetationismonitoredbycollectingandanalyzingsamplesofvegetationattwolocationsdesignatedV2andVal IV.
Station Description V2 Easternmoststreamcrossingsouthboundaryofsite VALIV Westofsiteboundary,500feetdownLittleValleyRoad StreamBottomSedimentMonitoring StreambottomsedimentismonitoredbycollectingandanalyzingsamplesatonelocationdesignatedasS4.The locationisattheoutfalloftheretentionbasinsatsouthboundaryofsite.

AirMonitoring Therearefourairmonitoringstations,designatedasA1throughA4,acrossthesite.Thestationsarepositioned approximately90apartaroundtheoperatingfacilitiesofthesite.Thelocationsofthestationsareshownin Figure4.
Tocollectsamples,eachstationisequippedwithamembranefilterandanactivatedcharcoalcartridge.Thefilter ischangedweekly2andcountedforgrossalphaandgrossbetaradiation.Thecartridgeisremovedandanalyzed onlyintheeventofasuspectedradioactiveiodinerelease.
GammaMonitoring Thereare20monitoringstationsonsiteformeasuringgammaradiationintheenvironment.Eachstationis constructedofasteelmailboxandequippedwithadosimeter.Thedosimeterissealedinplastic.Thedosimeters areexchangedannually.ThelocationsofthestationsareshowninFigure4.
Forreportingpurposes,thedosimetersaredistributedasfollows:
SouthBoundary Stations1,2,3 EastBoundary Stations4,5,6 NorthBoundary Stations7,12,13 WestBoundary Stations8,9,10,11 BackgroundDosimeters Stations14,15,16,17,18,19,20 Thedosimetervendorreportsthemeasurementsofeachdosimeteranddeterminesthebackground measurement.Backgroundisdeterminedbyusingadosimeterthathasbeenexposedtobackgroundradiationat thisfacilityandisfromthesamebatchofOSLmaterialasthedosimetersexposedatVNC.
1.3 LaboratoryAnalyses
OnsiteandexternallaboratoriesperformtheanalysesofsamplescollectedatVNCasrequiredfortheprograms.
Samplesanalyzedbytheonsitelaboratoryarereportedasmeasuredvalueorlessthanminimumdetectable activity(MDA)values,whilesamplesanalyzedbytheexternallaboratoriesarereportedasactualmeasuredvalues.
Valueswithinthestatisticalbackgroundmaybelistedaszeroorasapositiveornegativenumbers.Allanalyses areperformedusingapprovedUSEPAmethodologywithminimumsensitivitiesequaltoorlessthanpermitlimits.
AllrecordsofanalyticalresultsaremaintainedatVNC.
