REACTOR OVERSIGHT PROCESS PERFORMANCE METRIC REPORT FOR CALENDAR YEAR 2021 The Reactor Oversight Process (ROP) self-assessment (SA) program evaluates the ROP effectiveness by measuring its success in meeting its pre-established ROP goals and intended outcomes. The staff performed the calendar year (CY) 2021 performance metric analysis in accordance with Inspection Manual Chapter (IMC) 0307, Reactor Oversight Process Self-Assessment Program, effective June 1, 2020 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML19274B865) and IMC 0307 Appendix A, Reactor Oversight Process Self-Assessment Metrics, effective June 1, 2020 (ADAMS Accession No. ML19274C401).

Under Element 1 of the ROP SA process in IMC 0307, the staff measures the implementation of the current ROP program using objective and measurable performance metrics. Each ROP performance metric is aligned with a specific Principle of Good Regulation: independence (I),

openness (O), efficiency (E), clarity (C), or reliability (R). Each metric listed in IMC 0307, Appendix A, has a pre-established definition and pre-established thresholds to categorize the results of each metric as either green, yellow, or red. If a metric is green, it meets or exceeds expected performance; if yellow, it warrants further evaluation and potential staff action to correct; and if red, it represents unexpected performance and warrants further evaluation and likely staff action to address the cause. Additional discussion of any CY 2021 metrics evaluated as yellow or red can be found in the annual ROP SA SECY, to which this report is an input.

The staffs detailed evaluation of the ROP performance metrics for CY 2021 can be found in the enclosure. Overall, the staff found that of the 18 ROP performance metrics: 13 were green, 2 were yellow, and 3 were red. The red metrics were all due to the decisions made to protect the health and safety of both NRC and licensee staff during the ongoing COVID-19 public health emergency.
