By application dated October 20, 2021 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML21294A114) NAC International, Inc., requested a revision to the Certificate of Compliance (CoC or the certificate) No. 9225, for the Model No. NAC-LWT package.

The approval constitutes authority to use the package for shipment of radioactive material and for the package to be shipped in accordance with the provisions of Title 49 of the Code of Federal Regulations (49 CFR) 173.471. Those on the attached list have been registered as users of the package under the general license provisions of 10 CFR 71.17 or 49 CFR 173.471.

NAC requested an amendment to permit changes to the pressurized water reactor (PWR) Basket to provide additional fabrication flexibility.

Following the U.S. Nuclear Regulatory Commission staff review of the associated safety analysis report (SAR), the staff finds that the changes do not affect the ability of the package to meet the requirements of Title 10 of the Code of Federal Regulations (10 CFR) Part 71.

Packaging Drawings The applicant submitted one drawing that shows the PWR Basket assembled using a two-piece band on the NAC-LWT package.

LWT 315-40-10, Rev. 9 (Sheets 1 - 2) PWR Basket MATERIALS EVALUATION The applicant provided a list of changes to the LWT Cask PWR Basket Safety Analysis Report, Sheets 1 and 2, Revision 9. The changes provided by the applicant included corrections to the drawing that are not associated with design changes to the packaging. The applicant included the option to fabricate Item 10 (Band) from two-piece construction with a complete joint penetration weld, which previously was one piece construction. The applicant included material yield and ultimate strength requirements for the two-piece Item 10. The applicant also made a revision to the liquid penetrant examination acceptance standard to include ASME Section III, Article NG-5350, as an option to the previous acceptance standard of ASME Section VIII, Division 1, Appendix 8.

The staff reviewed the changes to the drawing provided by the applicant. The staff determined that the editorial changes and corrections have no impact on the packaging design, material properties, or safety functions. Therefore, the staff determined that the editorial changes and corrections to the drawing were acceptable. The staff determined that the change to allow Item 10 to be fabricated with a welded two-piece construction was acceptable because the applicant included requirements for material properties of the optional construction that assure the safety function of this component. The staff determined that the inclusion of the optional acceptance standards for the penetrant testing were acceptable because the acceptance standards specified in ASME Section III, Article NG-5350, are conservative compared to the standards specified in ASME Section VIII, Div. 1, Appendix 8.

CONDITIONS The following changes have been made to the certificate:

Condition 3(b) has been revised to reflect the last date that the application was consolidated.

This was mistakenly not revised by staff when the application was consolidated in March 2020.

Condition No. 5(a)(3)(ii), Drawings, was updated to reflect the latest revision (revision 9) of drawing No. LWT 315-40-10, (Sheets 1 - 2), PWR Basket.

Condition No. 20 has been edited to specify the termination date of the previous revision of the certificate (revision 71).

The application date for this amendment was added to the REFERENCES section.

CONCLUSION Based on the statements and representations in the application, as supplemented, and the conditions listed above, the staff concludes that the Model No. NAC-LWT package design has been adequately described and evaluated, and that these changes do not affect the ability of the package to meet the requirements of 10 CFR Part 71.
