SUBJECT:
U.S. NUCLEAR REGULATORY COMMISSION INSPECTION REPORT NO. 72-1004/2022-201
Dear B. Ocampos:
On January 25-27, 2022, the U.S. Nuclear Regulatory Commission (NRC) staff conducted an announced onsite inspection of TN Fabrication (TNF) located in Kernersville, NC. TNF fabricates storage and transport systems for spent fuel and radioactive materials, classified as important-to-safety, subject to the requirements of Title 10 of the Code of Federal Regulations 10 CFR Part 72; and associated NRC certificate(s) of compliance (CoCs).
The purpose of the inspection was to verify and assess the adequacy of TN's compliance with the NRC requirements for the design, modification, fabrication, assembly, testing, and procurement of dry cask storage systems (DCSS). TN is the holder of the CoC and designer of the NUHOMS EOS (CoC No. 1042) and Standardized Horizontal Modular Storage System (CoC No. 1004).
The inspection scope included observations of in field fabrication activities, reviews of records, and interviews with personnel to determine whether DCSSs, fabricated by TNF for use in an independent spent fuel storage installation (ISFSI), is constructed in accordance with the commitments and requirements specified in the safety analysis report (SAR), the NRCs corresponding safety evaluation report (SER), 10 CFR Part 72 and the CoC and technical specifications (TS); and to determine whether TNFs fabrication activities are conducted in accordance with NRC-approved Quality Assurance Program (QAP) requirements. The enclosed report presents the results of this inspection, which were discussed with you and other members of your staff on January 27, 2022.
B. Ocampos 2
Based on the inspection findings, no violations of NRC requirements occurred.
In accordance with 10 CFR 2.790 of the NRCs Rules of Practice, a copy of this letter and its enclosure will be made available electronically for public inspection in the NRC Public Document Room or from the NRCs document system (ADAMS), accessible from the NRC web site at http://www.nrc.gov/reading-rm/adams.html Sincerely, Matthew Learn, Acting Chief Inspections and Operations Branch Division of Fuel Management Office of Nuclear Material Safety and Safeguards Docket Nos. 72-1004 and 72-1042
