Spectrum Converter - Request for Revalidation of JRF-90Y-950K Japanese Package (USA CAC USA/0452/B (U)F-96, Rev.14
Dear Mr. Conroy:
Edlow International Company has been requested to assist Kyoto University in Japan in obtaining the revalidation of the Japanese JRF-90Y-950K Package in the United States to allow for the shipment of its Spectrum Converter to US DOE at the Savannah River Site.
This is a high priority US DOE shipment which will fulfill a USA to Japan commitment made at the 2016 Nuclear Security Summit. In order to meet the shipment schedule, we need the package validation authorizing the Spectrum Converter contents to be issued by April 30, 2022. We understand this is a tight schedule, and accordingly we have been authorized by the applicant, Kyoto University, to advise you that, if it will expedite the review process for the Spectrum Converter, to please ask US NRC to give priority to its review of this application for the Spectrum Converter ahead of its current review of the other contents, which is LEU.
Because this is a high priority project for the US government, we have confirmed that NNSA will cover the cost to US NRC of this review to authorize the Spectrum Converter contents. Please advise US NRC accordingly.

Please let us know what else is needed to start the review process. We will respond to any RAI's that you or US NRC have in a timely manner. As noted, we have been appointed by Kyoto University to work with you to obtain this revalidation and US DOE (NNSA) is supporting us in this effort as well and its experts are available to us to answer any RAI's.
