STATUS OF RECOMMENDATIONS: AUDIT OF THE NRCS PERMANENT CHANGE OF STATION PROGRAM (OIG-22-A-05)
REFERENCE:
CHIEF FINANCIAL OFFICER, OFFICE OF THE CHIEF FINANCIAL OFFICER, MEMORANDUM DATED FEBRUARY 15, 2022 Attached is the Office of the Inspector Generals (OIG) analysis and status of recommendations as discussed in the agencys response dated February 15, 2022.
Based on this response, recommendations 1 through 4, are open and resolved. Please provide an updated status of the open and resolved recommendations by July 15, 2022.

Audit Report AUDIT OF NRCS PERMANENT CHANGE OF STATION PROGRAM OIG-22-A-05 Status of Recommendations Recommendation 1: Update agency guidance to fully reflect and comply with federal guidance.
Agency Response Dated February 15, 2022: Accept.
The Office of the Chief Financial Officer (OCFO) is in the process of updating Management Directive (MD) 14.2, Relocation Allowances. As part of the update, staff will ensure that MD 14.2 fully reflects and complies with federal guidance.
Expected Completed Date: December 31, 2022 OIG Analysis: The proposed actions meet the intent of the recommendation. The OIG will close this recommendation when the NRC updates agency guidance to fully reflect and comply with federal guidance.
Status: Open: Resolved.

Agency Response Dated February 15, 2022: Accept.
OCFO is in the process of updating the Change of Station guidance to include the practice of using moveLINQ.
Expected Completed Date: June 30, 2022 OIG Analysis: The proposed actions meet the intent of the recommendation. The OIG will close this recommendation when the NRC updates relocation allowance guidance to include the current practice of using moveLINQ.

Audit Report AUDIT OF NRCS PERMANENT CHANGE OF STATION PROGRAM OIG-22-A-05 Status of Recommendations Recommendation 3: Develop and implement a policy to periodically review relocation guidance to ensure the full compliance with federal guidance and alignment with current agency practices.
Agency Response Dated February 15, 2022: Accept.
OCFO is in the process of developing guidance to periodically review the relocation process to ensure it fully complies with federal guidance and aligns with current agency practices. We will implement the guidance by drafting written procedures on how to conduct the periodic review and by including the periodic review among the tasks for managing the Change of Station program.
Expected Completion Date: June 30, 2022 OIG Analysis: The proposed actions meet the intent of the recommendation. The OIG will close this recommendation when the NRC develops and implements a policy to periodically review relocation guidance to ensure the full compliance with federal guidance and alignment with current agency practices.
