STATUS OF RECOMMENDATIONS: AUDIT OF THE NRCS DRUG-FREE WORKPLACE PROGRAM IMPLEMENTATION (OIG-20-A-13)
REFERENCE:
DIRECTOR, OFFFICE OF ADMINISTRATION, MEMORANDUM DATED JANUARY 21, 2022 Attached is the Office of the Inspector Generals (OIG) analysis and status of recommendations as discussed in the agencys response dated January 21, 2022.
Based on this response, recommendations 1 and 2 remain open and resolved.
Recommendations 3 & 4 were previously closed. Please provide an updated status of the open, resolved recommendations by June 30, 2022.

Audit Report AUDIT OF THE NRCS DRUG-FREE WORKPLACE PROGRAM IMPLEMENTATION OIG-20-A-13 Status of Recommendations Recommendation 1: Revise the NRC Drug-Free Workplace Plan to reflect the most up-to-date U.S. Department of Health and Human Services (HHS) requirements.
Agency Response Dated January 21, 2022: The NRC Drug-Free Workplace Plan (DFWP) has been revised to include the most up-to-date HHS requirements and all internal agency approvals have been completed. In May 2021, the DFWP was sent to HHS and the Substance Abuse and Mental Health Services Administration for review and approval. The staff has responded to questions and provided additional documentation to facilitate their review; however, HHS has not provided their approval.
Target Completion Date: April 29, 2022

Christoph Heilig, ADM/DFS, 301-415-7731 OIG Analysis: After receipt of the agencys memo, on February 7, 2022, the Office of Administration (ADM) informed the OIG that the HHS has approved the revised DFWP. The OIG will close this recommendation after reviewing and verifying that the revised DFWP reflects the most up-to-date HHS requirements.

Agency Response Dated January 21, 2022: Revisions to the NRC Drug Testing Manual will be completed and internal agency approvals obtained following receipt of HHS approval of the NRC Drug-Free Workplace Plan.
